Club President – Role & Responsibilities
The Club President plays a pivotal role in overseeing the management and administrative operations of Gelli Park Bowls Club. It is their duty to provide strong leadership and unwavering support to all club members, fostering a sense of unity and progress. This leadership is achieved through clear communication, a thorough understanding of responsibilities, and effective oversight.
The President embodies the image of the Club, and when representing it, they should uphold the highest standards of professionalism, integrity, and ethical conduct.
Key Responsibilities & Duties
1. Demonstrate fairness, empathy, and consideration for the aspirations and expectations of all members involved with Gelli Park Bowls Club.
2. Maintain impartiality, offer clear direction, and set a positive example for others to follow.
3. Represent the Club at local, district, and regional levels with professionalism and actively promote its values and initiatives.
4. Stay informed about all club activities, while being proactive in planning and future development.
5. Ensure that the responsibilities delegated to the Club Committee and office bearers are clearly communicated and thoroughly understood by all.
6. Develop a strong understanding of the Club's constitution, rules, and the roles of various officials.
7. Ensure that the Club’s rules, constitution, and by-laws are consistently respected and adhered to by all members.
8. Educate players, officials, club members, and parents on the importance of abiding by the Club's rules, Governing Body regulations, and Codes of Conduct.
9. Oversee financial management and budgeting to ensure the Club remains on track. Support fundraising initiatives and actively seek sponsorship opportunities.
10. Monitor and contribute to the Club’s long-term strategic planning efforts to achieve its goals.
11. Promote a culture of openness, positivity, and progress within the Club. Ensure that the Club’s objectives and values are upheld at all times.
12. Be prepared to make difficult but necessary decisions on behalf of the Club, ensuring that all members respect and adhere to the Club's and Bowls Wales’ disciplinary provisions.

Club Officer's
Chairperson – Alan Sims
The Chairperson plays a vital leadership role within our club. Beyond chairing meetings, they act as the principal officer throughout the year, making key decisions in collaboration with the committee as needed.
Here is an overview of the responsibilities carried out by our Club Chairperson:
- Oversee the overall management, promotion, and development of the club
- Chair all meetings, including regular committee meetings and the Annual General Meeting (AGM)
- Lead strategic planning and make key decisions to guide the club’s future
- Ensure adherence to the Club Constitution and National Governing Body regulations
- Delegate tasks, inspire, and motivate club volunteers
- Direct and manage the general affairs of the club
- Guide the committee in decision-making to benefit the entire club, including handling disciplinary matters
- Provide an impartial perspective to encourage open discussions
- Exercise the casting vote on unresolved issues when required
- Collaborate with the Club Secretary to prepare meeting agendas
- Represent the club in external meetings, as necessary
- Supervise and support the work of club officers and personnel
- Deliver the club’s annual report at the AGM
Club & Fixtures Secretary - Kevin Rees
Overseeing the smooth day-to-day operations of the club.
Below is an outline of the key responsibilities of the Secretary:
- Act as the primary administrator for the club, handling all correspondence and forwarding it to the relevant officers as needed.
- Prepare and distribute agendas for Committee meetings.
- Record and distribute the minutes of all Club Committee meetings.
- Maintain signed copies of all meeting minutes in an organised file.
- Perform or delegate administrative tasks to ensure the efficient running of the club.
- Collaborate with the Treasurer to ensure all affiliation and registration documents are accurate and submitted on time.
- Provide all members with copies of the club handbook, insurance details, and officer contact information.
- Attend county and league meetings as required.
- Organise and book match venues and in-house training courses for the season.
- Coordinate and attend the Annual General Meeting (AGM) and other club meetings.
- Manage the club’s daily operations, including promotion and development initiatives.
- Contribute to strategic planning and key decision-making alongside the Chairperson.
- Work with the fundraising team to develop and implement action plans.
- Communicate with local authorities to oversee the maintenance of the green and club facilities.
- Serve as the point of contact for fundraising activities.

Fixture Secretary Roles
- Organise and schedule all club fixtures and match dates.
- Reschedule games and dates when necessary.
- Work closely with the club’s web administrator and Assistant Secretary to keep fixture updates current.
- Ensure upcoming fixtures are clearly displayed on notice boards.
- Act as the main point of contact for fixture-related matters with leagues and governing bodies.
Vice Chairperson - Lee Jones
The Vice Chairperson plays a vital role in supporting the Chairperson in leading the club, making key decisions, and providing leadership in collaboration with other committee members. In the absence of the Chairperson, the Vice Chairperson steps in to fulfill their duties and responsibilities.
Key Duties and Responsibilities:
- Assist the Chairperson in managing and facilitating meetings effectively.
- Collaborate with the Chairperson on club matters and contribute to decision-making as needed.
- Act as the Chairperson in their absence, ensuring continuity in leadership.
- Represent the club at external meetings and events when required.
- Support the coordination of the club’s activities when appropriate.
- Work with the Chairperson and Club Secretary to help determine the content and agenda for club meetings.
Communication and Relationship Building
The Vice Chairperson also plays a critical role in fostering strong relationships both within the club and with external stakeholders. By maintaining open lines of communication with members, sponsors, and community partners, they help ensure the club's goals and vision are aligned with its activities. This involves listening to feedback from members, addressing concerns, and creating an inclusive and collaborative environment that fosters growth and engagement.
Club Treasurer - Graham Parfitt
The Club Treasurer is responsible for managing match and training fee collections, as well as serving as the club’s fundraising secretary.
Main Responsibilities:
- Manage the overall finances of the club and ensure financial stability.
- Maintain detailed and accurate records of all financial transactions.
- Ensure the club operates within its annual budget.
- Attend Committee meetings and the Annual General Meeting (AGM).
- Oversee the club’s bank account, ensuring it is held in the club’s name.
- Act as the primary signatory on the club account and appoint up to three additional signatories, as agreed by the Club Committee.
- Prepare and present annual balance sheets and profit & loss statements at the AGM.
- Handle the collection of subscriptions and all funds owed to the club.
- Work with the Secretary to affiliate the club with the National Governing Body (NGB) and leagues, and assist in player registration.
- Regularly update records of all financial transactions.
- Ensure all cash and cheques are promptly deposited into the club bank account.
- Pay bills and maintain accurate records to ensure proper use of funds.
Additionally, the Treasurer assists in preparing and submitting any required statutory documents, such as grant aid reports, to relevant authorities.
Even if certain responsibilities are delegated to a professional officer, the Treasurer remains ultimately accountable. It is the Treasurer’s duty to ensure that all delegated tasks are completed accurately and responsibly.
Web Administration / Assistant Secretary - Layton Roberts
The role of the Assistant Secretary is to provide essential support to the Club Secretary in fulfilling their duties efficiently.
Web Administration: Ensures the club’s online presence is professional and engaging.
The Web Administrator is responsible for maintaining the club's website, managing access to online tools for members and visitors, and using digital platforms to attract new members. The primary focus is on creating and updating the club's website, sharing club activities on social media, and fostering engagement with members.
Key Responsibilities
- Oversee the club website and ensure it is consistently updated.
- Maintain accurate, up-to-date information on the website.
- Collaborate with the Club Secretary and Fixtures Secretary to keep club fixtures updated.
- Support the Club Secretary in organising club events and fundraising activities.
- Assist the Club Secretary in ensuring the Club Constitution and National Governing Body regulations are current, communicated to members, and adhered to.
- Manage and coordinate online membership application forms in partnership with the Club Secretary.
- Work with the Club Secretary and management team to develop and implement policies and procedures that align with governing body guidelines and remain relevant.
Meet Andrew May - Our Welfare Officer
The Welfare Officer plays a crucial role in our club, focusing on safeguarding and protecting children, young people, and vulnerable adults. Andrew May is dedicated to ensuring a safe and supportive environment for everyone involved.
Responsibilities:
- Overseeing the welfare of all club members under 18, including players, referees/umpires, volunteers, and coaches.
- Helping the club meet its safeguarding responsibilities for children and young people.
- Supporting the implementation of the child welfare section of the development plan, including necessary training (see Development Plan).
- Acting as the first point of contact for staff, volunteers, parents, and young people regarding concerns about welfare, poor practices, or abuse.
- Maintaining communication with the Child Welfare Officer at the National Governing Body.
- Enforcing the National Governing Body’s reporting and recording procedures.
- Keeping up-to-date contact details for local social services, police, and the Area Child Protection Committee.
- Promoting the National Governing Body’s best practice guidelines, code of ethics, and anti-discriminatory practices within the club.
- Ensuring confidentiality is upheld at all times.
